The Desk Creative Europe Serbia’s Antenna will organize the seminar “Creative Europe Programme – cooperation projects” on 16th and 17th September 2015. The exact location of the seminar will be announced on a later occasion.
The call is intended for all institutions and organizations from Serbia intending to apply for the Creative Europe programme.
On the seminar, participants will deal with project ideas and concepts, administrative and financial aspects of projects and participants’ project proposals will be actively analysed and improved.
Aim of the seminar
The aim of the seminar is raising the quality and preparing projects to apply for the Creative Europe programme and improving the programmatic and organizational capacity of institutions and organizations from Serbia. Apart from this, the seminar is organized for the sake of enhancing communication, cooperation and exchanging experiences of representatives of cultural institutions and organizations from cities and counties of Serbia.
Criteria
Apart from the basic criterion in seminar participants’ selection – the quality of project proposal and potential partnerships, priority will be given to representatives of institutions and organizations coming from cities and counties of AP Vojvodina. Representatives of other institutions and organizations will be able to participate in the seminar if there are vacant places left. The quality of project proposals is measured against: compliance with topics and priorities of the Creative Europe programme, innovativeness and professional basis of the concept.
Public call conditions
1. The number of vacancies is limited to twenty five participants;
2. Up to two persons from a single institution or an organization can apply to participate in the seminar;
3. The Desk Creative Europe Serbia’s Antenna will cover food and lodging expenses, however participants of the seminar will cover their travel expenses.
Submitting an application
The application for the seminar should contain the following information (up to three pages:
– A short description of the project the institution or the organization wants to apply with for the Creative Europe programme or if they believe the project proposition has a potential to be used for applying;
– A list of potential partners on the project;
– A short description of the institution/organization (mission, aims, main activities);
– An indication of the position of the person or persons applying to participate in the seminar.

Deadline for applications
Applications can be submitted until 11th September 2015. Applications received after the defined deadline will not be taken into consideration.
25 representatives from seventeen institutions and organizations from Serbia participated in the seminar for preparation of project proposals for the Creative Europe programme, which was organized on 16th and 17th September 2015 in the Centre for commercial and technological development of AP Vojvodina on Andrevlje. Among them were representatives of the Art Academy of the University of Novi Sad, organization Druid grupa from Novi Sad, organization Flow&etc from Stara Pazova, organization ARTRUST from Subotica, Gallery of Matica Srpska from Novi Sad, Centre for producing knowledge and skills from Novi Sad, Paper theatre Kamisibaj from Vršac, Association Oktopus from Belgrade, Association Kikinda Short from Kikinda, Centre for promotion of human and minority rights and sustainable development “Human District“ from Belgrade, Centre for artistic education 122 Šumatovačka St from Belgrade, Theatre Ujvideki Szinhaz from Novi Sad, Civil association Obrazovni impuls from Bečej, City library from Pančevo, County national library “Veljko Petrović“ from Žabalj, Institute for culture of Vojvodina Rusyns from Novi Sad, Gallery Bel Art from Novi Sad and organization Etnofest from Subotica.
The programme of the seminar included presenting the Creative Europe programme with a special focus on the current competition for projects of European cooperation, presenting the competition procedure and the documents necessary for applying, developing the idea and the concept of a project where more was said about the international structure and the European dimension of projects, lectures on creative strategies – i.e. the ways of creating project ideas in culture and art, managing projects, financial planning and principles of budget defining. Participants of the seminar had an opportunity receive suggestions and specific advice through presenting their project proposals and active analysis and discussion with lecturers with the aim of developing and improving certain project elements so the proposed projects would answer the aims and priorities of the Creative Europe programme as successfully as possible.
The lecturers on the seminar were team members of the Desk Creative Europe Serbia’s Antenna, Dragana Srećkov, Jovana Rapajić, Luka Kulić, and also prof. dr Jovan Čekić from the Faculty for Media and Communication from Belgrade and Marija Popović.

We announce that the Desk Creative Europe Serbia will organize a training for applying for the open competition of the Creative Europe programme supporting projects of European cooperation on 1st and 2nd October 2015 in the Institute for cultural development research, 4 Rige od Fere St, Belgrade.
The training is intended for all the institutions/organizations preparing documents to apply for the completion supporting projects of European cooperation.

Desk Creative Europe Serbia
As a part of the seminar “Libraries as a key source of information about the EU“, intended for libraries from South East Serbia, the possibilities offered by the Creative Europe programme were presented. The seminar was held on 15th September 2015 in the National library “Stevan Sremac“ in Niš, organized by the EU info corner in Niš, with support of the Delegation of the European Union in the Republic of Serbia and the Office for European integration of the government of the Republic of Serbia.
In accordance with the topic of the seminar, the Head of the Desk Creative Europe Serbia presented the procedures of the competition of the Creative Europe programme with emphasis on possibilities for libraries to include their activities in the wider European context, securing in this way significant financial assets, but also professional partnerships with European institutions and organizations. It was stressed once again that what is primarily necessary to participate in the Creative Europe programme is a good project idea and not knowledge of administering a project. Also, the visit of the Head of the Desk creative Europe Serbia on the local TV channel was used to encourage institutions and organizations from Niš to apply for participating in the Creative Europe programme.
On the seminar, activities of the offices of the EU info corner Niš and the EU info centre Belgrade, most sought after European publications and the use of the virtual library – EUBOOKSHOP were presented. In the same manner, attendees had an opportunity to get themselves familiar with ways to apply for assets from the IPA fund –cross-border programmes (Bulgaria-Serbia).
The regional agency for economic development of Šumadija and Pomoravlje marked the ending of the project NEXT – collaborative platform for creating a network between the business, institutional and academic community (Collaborative platform to support research and technology transfer), by organizing a workshop entitled “Creative industries – amalgamation of technology, creativity and innovation on the road of development”.
In the plenary part of the programme representatives of the Desk Creative Europe Serbia presented the Creative Europe programme, ways to connect with potential partners on the international level and discussed important questions encountered by organizations when applying. Moreover, the programme included presenting UNESCO competitions and the Horizon 2020 programme.
The NEXT collaborative platform came into being as a part of the programme “Adriatic IPA Cross Border Cooperation 2007 – 2013“. The platform can be joined by anyone who wants to present their products, services, work processes and technologies, improve their position on the international market, come in contact with companies, research and development institutions, financial and governmental bodies and potential investors interested in cooperating, and to explore the available funding possibilities and inclusion in European projects.
Within the programme of the art colony Mileševa, in the new gallery of the Cultural Centre Prijepolje, Desk Creative Europe Serbia presented the programme to the art colony participants and to local cultural operators. Dimitrije Tadić, the Head of the Desk, spoke about the Creative Europe programme and important questions about submitting projects. Also, in the informal part of the programme, there was a discussion with representatives of local cultural organizations about the development of their ideas and funding possibilities for cultural projects. With the aim to increase the number of participants from Serbia, encouraging participation and enhancing cooperation of organizations from smaller local areas, the Desk will continue to organize presentations, seminars, trainings and other educational activities through which knowledge and skills necessary to obtain support of the Creative Europe programme are transferred.
Description and aim of the public call
One of the basic tasks of the Desk Creative Europe Serbia is promoting priorities of the Creative Europe programme – creative industry development, among others. In this sense the Desk with its activities aims to encourage development of creativity of domestic originators, to show diversity of creative practices in Serbia, but also to participate in the international affirmation and promotion of Serbian cultural creators.
Due to this reason, the Desk Creative Europe Serbia is opening a public call for visual design and realization of promo materials – pieces of clothing and/or accessories.
The result of the public call should be the choice of the most successful solution of promo materials of the Desk which will be produced, displayed in an exhibition and used in the following year for the purposes of the Desk as promotional materials.
Conditions of the public call
Applicants should design a visual solution for one or more pieces of clothing (hats, shawls, gloves, scarves, t-shirts, shirts, dresses etc.) amounting to 40,000 Dinars, and the condition is to use the Desk Creative Europe Serbia’s logotype (pint, embroidery, patchwork and other techniques). No logo concept of the logotype is appropriate for designing authentic and different material patterns (through combination of logotype elements different visual solutions can be achieved):
“The identity of the Desk Creative Europe Serbia is conceived as a visualization of connectedness, energy, linguistic and diacritic symbols and cultural diversity which as a whole make a dynamic and atmospheric image of possibilities the Desk Creative Europe Serbia can offer as an organization. Lively and organic they give off a sense of a process, potential to make an idea reality, multimedial nature, art, design and communication, allowing their modular combining to build different shapes, therefore symbolizing new creation, inventiveness and authenticity.”
Within the given budget it is possible to propose making of several different objects, but also making of several visual solutions of the same object.
Five of the most successful solutions will receive monetary assets necessary for their realization and their authors will be promoted in presentations of the Desk Creative Europe Serbia (exhibition, FB, web site, publications and other).
Public call criteria
The public call can be answered by legal entities (fashion and design studios, civil associations, faculties, etc.).
Criteria for selecting visual solutions are:
1) Relatedness and appropriateness of the visual solution with the concept and the look of the visual identity of the Desk Creative Europe Serbia;
2) Innovativeness of the visual solution in comparison with the standard look of promotional materials – promo t-shirts, caps etc;
3) Quality of the proposed production (materials, sewing complexity);
4) Economical nature of the solution (relation quality-quantity of pieces of clothing).
Submitting an application
Propositions – visual solutions should be submitted by 30th September 2015 to the email address kreativnaevropa@kultura.gov.rs, with the indication “For the public call of the Desk Creative Europe for visual design and realization of promotional materials – pieces of clothing and/or accessories”.
Necessary documentation:
1) A letter of application for the public call (free form) which must contain an explanation of the concept and an indication about the type of materials and dimensions (up to 1 page/500 words) and the number of pieces of clothing/accessories which could be realized within the given monetary assets, but also an indication about other relevant information;
2) Visual display of pieces of clothing (a draft, drawing, visual solutions realized in design software and other);
3) “ID“ of the applicant – a document containing the basic info about the institution/organization submitting the application;
4) Biography/biographies of the author (if it is a co-authorship of two or more authors it is necessary to submit a biography of each author).

After all applications have been received, the commission will select the best five proposals whose production will be financed with the total amount of 200,000.00 RSD, i.e. 40,000.00 per chosen proposal.
Based on one proposal realization, that is production assumes making one or a larger number of proposed pieces of clothing/accessories depending on the type of the piece of clothing/accessory and other relevant proposals.
Results of the public call will be announced on the web presentation of the Desk Creative Europe Serbia. The produced pieces of clothing/accessories will be displayed at a special event of the Desk Creative Europe Serbia – the exhibition in November, and the Desk will use them in the following year for promotional purposes, that is as gifts for important associates from abroad.
During 4th World children’s festival of animated film “Zlatni puž“ in Vranje, following the invitation of the School of animated film’s Director, Snežana Trajković, on 12th August 2015 a meeting was held in the local self-government of the City of Vranje. Apart from representatives of the city government, the meeting was also attended by directors of cultural institutions so they could additionally inform themselves about possibilities of participating in the Creative Europe programme. At the meeting the importance of raising the current level of cooperation of cultural institutions with foreign partners was emphasized, however, the meeting also included topics of diversifying funding sources and different possibilities of co-financing of successful projects within the Creative Europe programme – from the specialized competition of the Ministry of culture and informing of the Republic of Serbia to financial support of the local self-government.
Since de-metropolisation in the field of culture is an important aspect of work of the Desk creative Europe Serbia, the main aim of the Head of the Desk’s visit was encouraging cultural institutions, but also civil society organizations from Vranje to participate in the Creative Europe programme. The intention of the Desk creative Europe Serbia is to point out the possibilities of development of programmatic, organizational and financial capacities of cultural organizations through establishing European partnerships within the Creative Europe programme. The development of the national cultural system is inseparably tied to the development of smaller cities and counties, and the Desk Creative Europe Serbia strives to actively contribute to the process.
A public call for submitting projects within projects of European Cooperation of the Creative Europe programme is now open. Deadline for submitting projects is Wednesday 7th October 2015 at 12 p.m.

Antenna of the Desk Creative Europe Serbia organized, in collaboration with the Festival of European Film Palić, a promotion of the Creative Europe programme on 20th July 2015 starting at 10 a.m. as a part of the Festival during the accompanying daily events on the big terrace on Palić. The presentation was intended for all participants and visitors of the festival but also for the media following the happenings on the Festival.
In the lively festival atmosphere, visitors, participants and representatives of the media could get familiar with the Creative Europe programme and find out what are the possibilities of the public calls for submitting projects within the largest European fund for cultural projects.
As a part of his address to the media, Luka Kulić spoke with the moderator Ivana Aranđelović about the successful applications of candidates from Serbia on record and possibilities for financing cultural projects in the future open calls within the Creative Europe programme.
Presenting the Creative Europe programme at the info stands is a regular promotional activity of the Desk Creative Europe Serbia’s Antenna through which greater visibility of the Creative Europe programme and activities of the office is achieved but it also provides cooperation with important cultural manifestations in the country.
