The general objective of this call – in the framework of the Prepartory Action “Music Moves Europe” – is to identify and support innovative approaches to foster of at least 8 innovative approaches to music education and learning through cooperation between the music and the education sector.
Music education can be beneficial in many ways; however, the scope of this call will be limited to projects that contribute to foster social inclusion, i.e. to allow children to have access to musical education and learning that would otherwise not have this opportunity. Social inclusion means in this context providing the necessary support to all learners according to their particular needs, including those from disadvantaged socioeconomic backgrounds, those from a migrant background or those with special needs.
The objective is to test small-scale projects with a European dimension.
The Preparatory Action “Music Moves Europe: Boosting European music diversity and talent” aims at paving the way towards the “sectorial support for music” as a new element for the next Creative Europe Programme post-2020.

The Culture Desk Serbia in cooperation with the Cultural centre “Vuk Karadzic ” Loznica, will organize the seminar “Creative Europe Programme – project preparation” from 5th until 8th August 2019 in Tršić. The call is intended for all institutions and organizations from Serbia planning to apply for the Creative Europe programme.
The topics that will be covered by the seminar are contemporary practices and concepts in the international cultural cooperation, cultural heritage and contemporary art; management of international projects; European cultural policy and priorities of the Creative Europe programme.
Apart from the representatives of the Creative Europe Desk Serbia, lecturers on the seminar are Nela Tonković, The Head of National Museum Šabac and Marina Matović, Professional Associate for the Administration of International Projects at the Center for the Promotion of Science.
Aim of the seminar
The aim of the seminar is raising the quality and preparing projects to apply for the creative Europe programme, raising the programmatic – organizational capacities of institutions and organizations from Serbia, but also contributing to decentralization in the field of culture. Apart from this, the seminar will be organized for the sake of enhancing communication, cooperation and exchange of experiences of cultural institution and organization representatives from cities and counties of Serbia.
Criteria
The main criteria for the selection of participants are the quality of project proposals and potential partnerships.The quality of project propositions is measured against: compliance with topics and priorities of the Creative Europe programme, innovative nature of the concept and its professional basis.
Conditions of the public call
1. The number of vacancies is limited;
2. Up to two persons from a single institution or an organization can apply to participate in the seminar;
3. The Culture Desk Serbia and the Cultural centre “Vuk Karadzic ” Loznica will cover food and lodging expenses, however participants of the seminar will cover their travel expenses.

The question dealt with by this year’s Forum is: in what way projects and organisation models in culture can encourage cooperation, combatting hatred, stereotypes and different forms of social inequality. With the idea of the necessity to strengthen cooperation and connecting, the Forum is organised through partnerships in three cities (Novi Sad, Niš, Belgrade) and it includes horizontal learning methods, exchange, inclusion and connecting domestic and foreign professionals.
The programme of the Forum is organised in three blocks which will be realised in all three cities: Critical thinking and media literacy, Participatory management in culture, Horizontal knowledge.
In the time of re-examining the model of future social functioning of our continent, the necessity was recognised to further develop democratic management principles, strengthen the autonomy of decision makers in culture, and also the capacity for critical thinking and acting. There will be discussions about notions such as joint management, participation, co-creation, and also about introducing participatory management models in culture while emphasising examples of good practice (e.g. the application of the Faro Convention), and defining guidelines for the introduction of these models in our country.
The programme entitled Horizontal knowledge consists of trainings of domestic and foreign cultural professionals in fields relevant for the Creative Europe programme (audience development, new technology in culture, cultural tourism, etc.), but also peer-to-peer open platform for exchanging knowledge and skills among cultural professionals. This segment of the programme will be organised on the basis of a competition-call to professionals to propose their trainings, workshops, programmes.
In all three cities, presentations of successful projects in the Creative Europe programme from 2018 will be organised, and also trainings in applying for the Creative Europe programme, consultations about project ideas, presentations of various funding sources in culture, artistic programme and cocktails.The accompanying programme will encompass the forming of a library of electronically published works – publications dealing with the topic of cultural cooperation published by domestic cultural organisations. Since Novi Sad will have the title of the European Youth Capital in 2019, a special part of the programme will be dedicated to transfer of knowledge and skills youth-for-youth.
The main partners of the Forum are City of Niš, Young Ambassadors Niš, Foundation Novi Sad 2021, EU Info Network and traditionally – Ilija M. Kolarac Foundation.

Creative Europe Desk Serbia in cooperation with the Alternative art space “Kvaka 22” will organise the event “Public-civil partnerships in culture” on Wednesday, 10th October at 2 p.m. in Kvaka 22 (39 Ruzveltova St, Belgrade).
The event is being organised with the aim of deeper familiarisation between representatives of the public and the civil sectors of culture in Serbia and the idea to recognise possibilities for new cooperation, mutual learning and joint endeavours during the meetings.
The majority of projects within Creative Europe includes partnerships between public and civil organisations. In Serbia this form of connecting is not common practice, hence Creative Europe is precisely a space that can be used to strengthen cooperation and join capacities. Partnerships between public and civil organisations can help both of them in a number of ways: public institutions have the infrastructure, rich archives, partly secured finances, while civil society organisations are in the situation to apply for financial means and think on the project basis while also having the knowledge of working with special groups of audiences.
The event is a unique opportunity to meet representatives of public and civil, smaller and bigger organisations, recently founded ones and the ones with tradition, those working in similar or completely different fields, those who want to obtain new knowledge and those who can transfer it, all in one place!
All cultural institutions and organisations wanting to establish new partnerships and apply for the Creative Europe programme are eligible to apply.

New perspectives in EU-Western Balkans cultural relations
Creative Europe Forum 2018, a traditional event of the Creative Europe Desk Serbia will take place 20th-22nd June at several locations in Belgrade (Ilija M. Kolarac Foundation, Museum of Contemporary Art, Memorial Museum of Vuk, Memorial Museum of Dositej, Kvaka 22, Youth Centre of Belgrade, Legacy Franklin, club Polet, EU Info Centre) and this year it is special for two reasons.
Firstly, it is organised in cooperation with the Embassy of the Republic of Bulgaria, the Delegation of the EU in Serbia, EUNIC Global, State Institute for Culture of Bulgaria, specifically on the occasion of the Bulgarian Presidency of the Council of the European Union. Since it is presiding, Bulgaria is initiating the topic of the position of Western Balkans, and a part of the Forum programme will be dedicated to the question of international cultural relations and cooperation between the Western Balkans and the European Union, and the results of the Forum will nurture future reflections on the implementationofthe European Union’s cultural strategy in the region.
Secondly, Creative Europe Forum 2018 will mark the European year of cultural heritage through various programmes shedding new light on the notion of European cultural heritage and the questions around it.
The main topics which will be approached through panels, lectures, workshops, guides and exhibitions are:
– Cultural cooperation, international relations and repositioning of the Western Balkans;
– European Year of Cultural Heritage; culture of remembrance, history, European cultural heritage and its cultural, social and economic potentials and contributions;
– Practical knowledge: project development and applying.
With participation of a great number of domestic and foreign experts, the Forum will offer a framework for a dialogue about the past and the joint planning for a better and more responsible European future.
Hence, the Creative Europe Desk Serbia and the Embassy of the Republic of Bulgaria in Serbia are inviting all cultural professionals to join the Creative Europe Forum 2018 for the sake of strengthening professional connections, obtaining new information, participating in the creation of the vision of future and joint work on raising awareness of possibilities and importance of cultural projects for the overall social development of our continent!

Categories
Depending on the duration, needs, nature and objectives of the projects, applicants will have to choose to apply between two categories of support:
– Category 1 – Two-year projects
This category of projects consists in the translation and promotion of a package of 3 to 10 eligible works of fiction from and into eligible languages over 2 years.
The specific grant for a project in category 1 shall not exceed EUR 100.000 representing no more than 50 % of the eligible costs.
– Category 2 – Framework partnership agreements – FPA (3-years)
This category of projects, with a maximum duration of 3 years, consists in the translation and promotion of a package of 3 to 10 eligible works of fiction from and into eligible languages per year; In other words FPA holders will have to translate, publish and promote from 9 to 30 books over the 3-year duration of the FPA.
The specific annual grants awarded under the FPA to support the projects shall not exceed EUR 100,000 per year (or 300 000 over the 3-year duration of the FPA representing no more than 50 % of the eligible costs.
Indicative budget
The indicative total available budget for the co-financing of projects under this scheme (Category 1 and category 2) is estimated at 3.6 Million.
Award criteria
Eligible applicants for both categories will be assessed on the basis of the following criteria:
1. Relevance (40 points): This criterion evaluates how the project will contribute to transnational circulation and diversity of works of European literature and to improving access to it.
2. Quality of the content and activities (25 points): This criterion evaluates how the project is implemented (quality of the works to be translated, the experience of the staff in charge of the project and working arrangements).
3. Promotion and communication within Europe and beyond (20 points): If the application package contains EUPL winning books, special attention is paid to the good promotion of these.
4. Winners of the European Union Prize for Literature (15 points): Extra points are automatically granted to applications containing eligible EUPL winning books (5 points per book for maximum 3 books amounting to a maximum of 15 ‘automatic points’).
